Greatings Carmen Howard; The same old people are still leaving there outdoor lights on 24/7 thus DENYING me the dark skies and throwing light pollution on my home. Complaints 2022-46, 2022-47 and 2022-60 will not relent. Two more residences have joined the fracas. In fact, 2022-60 is a spotlight with 11 LED'S in it. Yes he did remove one of the lights and yes he did point it down. Mr. Avila is very slick, there is no SHIELD and he reflects his light IN ALL DIRECTIONS off his gutter down spout! If you would do something about this that would be great. The others are LED based or HIGH POWER CFL'S above 3000K. I have more pictures if I have to prove it. As I read the NEW code these are permitted and will contribute to more POLLUTION. Please do not let this happen. We can't get incandescent lights any more so we must put the new lighting devices in approved Dark Sky Containers and below the 2700k standard period. In addition, Cannabis Depot on the north side of PW Walmart has installed some horrendous LED that come in 10 to 30 times the light limit. Equipment Share on the Frontage road has installed 4- 2 foot by 1 foot LED panels straight UP and Down. Thumbing there nose at the dark sky regulations. It is getting bad as if we do not have any restrictions what so ever. I am reminded of the story of the Little Old Lady who's neighbor shine lights into her sleeping quarters and denied her a good night sleep. This has been happening to me for the last 4 years. Sleep denial is a form of torcher to get POW'S to talk. Yes I am an American Veteran. Please right the code with some teeth and cut out the pollution. We all deserve some peace and quiet. Sincerely Timothy Clement

Please contact me at tim@idcomm.com. I have a calibrated light meter and would be willing to measure and show you MANY examples of light pollution throughout Pueblo West.

Examples Lights 1, 5, 7, 8, 9 and 10 are bad because the LED that inhabits there fixtures are to close to the opening and allow there piercing light to come out horizontally.

Suggestion
This is just a terrible chart that encourages the use of above 2700K Compact Florescent Lights.

Suggestion
This is a horizontal standard from a luminary to an observers eyes.

Suggestion
1.5 ft-cd are the maximum levels are for a parking lot from top down, not in a horizontal manner.

Suggestion
This is a light polluting standard 80 lumens is the same as 80 Ft-Cds! Metric verses English measurements. DO NOT encourage residents to put in super bright bulbs because they will do just that. Then they will claim they are compliant when they are not.

Here is your standard 3000K not 3500 as stated earlier.

Suggestion
Should read 2700K not 3000K and 150 watts max is far to high. Flagpole lighting should be illuminated with a solar powered light placed on top of the pole. The United States Code that regulates flag illumination states that a flag will be lighted up. How one accomplishes this is rather vague. I know I looked it up and I am a Veteran.

This is very appropriate.

Question
Why replace a provision that stated the right thing?
NOT THIS HIGH in Kelvins! 2700k is far softer on the human eye and is very readily available at any store. 3500k as stated here is even above your suggested use of only 3000k bulbs.

Question
Please clarify what CRI means to describe the kind of light emitted. This standard is not quite understood.

Suggestion
NEGATIVE - BRIGHT LEDS ARE THE MAJOR souse of light pollution in pollution in Pueblo County.

I have one homeowner that leaves this kind of light on from sundown to sunup. I BLINDS me at the road intersection this home is built on. Possible motion detector but just not used. DO NOT approve this kind of SPOTLIGHT.

Suggestion
This type of Luminary is bad because it produces light far above the 3000k standard and electricians tend to install them any where from 20 degrees to 45 degrees tipped away from the vertical wall. E.G . 1 Big Bear Liquors on Industrial Drive Pueblo West and 2 True Value Hardware in the Safeway shopping area in Pueblo West.

Suggestion
Should be included in all locations especially residential areas.

Suggestion
Low pressure sodium produces two orange wavelengths that can be filtered out when taking astronomical pictures. They are not a problem and should not be banned. Any light above 2700K SHOULD be banned.

Suggestion
It should be any lighting incandescent, florescent or LED NOT in a Dark Sky Container.
Suggestion
It should be 5 minutes for the sake of any stargazing in the area. I have personally been a victim of spot light being on way to long.

Suggestion
Holiday Lighting in my experience was never really a problem. If face those kind of colored lights should be encouraged year round.

Suggestion
Just FYI LED'S consume a third of the power yet emits four times the FT-CDS/LUMENS for the power consumed.

Suggestion
This standard does not work and should be rewritten to include any light that is brighter than 0.1 Ft-Cd 20 feet 20 feet from property line. It should read incandescent, florescent or LED should be held to the above mentioned standard.
Suggestion
I object to this exclusion in the most wholehearted manner. All construction post 2005 should be included when the Dark Sky Initiative was first put into practice.
Suggestion
Only if the lights are on motion detectors and or in Dark Sky Containers.
Suggestion
This old Standard from 2005 does not work at all. It allows an obnoxious home owners to spew light in all directions and not care one iota for the residents that live near by. This current provision is also being used by Planing and Development to NOT enforce light standards against homeowners. Must be updated to include LED light sources and limited to 0.1 Ft-Cd 20 feet from property line of any building no mater what the use is period.

Question
0.1 foot candles should apply to all residential, commercial and industrial settings. There is absolutely no mention of restricting LED style of bulbs in any of these regulations. WHY?
Suggestion
Most of the commercial and residential properties utilize 3000K+ lights. These lights should be band! No more than 2700K (Bronco Orange). In many area of the county we have lost the dark skies to these types of bulbs. They should also be in dark sky fixtures.
Suggestion
NO NO NO NO Single and dual family homes MUST be included. This is where MOST of the light pollution comes from! This is just a restatement of the old reg from 17.120.180. Right now I have 3 neighborhood homes with in 650 feet of me the TRESSPASS there light on my home and blind me from seeing the stars.

A balance really must be found between security lighting and light pollution, including all night lighting.
Somewhere this document should indicate that Pueblo is a 'dark sky' county, and all outdoor lighting must conform.

Suggestion
these fees need further consideration; they are way too low. Also, the choice between land or money should be up to the receiving entity, rather than the developer
